RIIO-ED3
RIIO-ED3 is Ofgem’s upcoming electricity distribution price control framework, set to begin in April 2028, guiding the performance and revenue allowances for Distribution Network Operators (DNOs).
Building on the RIIO model (Revenue = Incentives + Innovation + Outputs), it aims to enhance efficiency, innovation, and consumer outcomes while supporting the UK’s net-zero and decarbonisation goals.
Throughout 2025 we will be working with Ofgem and other stakeholders to refine the price control framework and make sure future plans address challenges like renewable energy integration, electrification, and evolving consumer needs. We have submitted our detailed response to Ofgem's consultation on the RIIO-ED3 framework and you can find a copy of this below. You can also find a synthesis report showing the feedback from a range of stakeholders we engaged while developing our response.
What's next?
Throughout this year we will be engaging with a wide range of stakeholders to help refine and shape the RIIO-ED3 process.
In 2026 we will begin our largest ever customer and stakeholder engagement exercise, making sure we have fully considered customer views and priorities when shaping our plans for the future.
